DOLE-X joins CAPDev local insurgency program; commits P1.1M Cabanglasan livelihood projects


Malaybalay City, Bukidnon, 4 July --- In response to President Duterte’s Executive Order No. 70 (EO 70) or the Whole of Nation Approach towards resolving local communist conflicts, the Department of Labor and Employment (DOLE-X) participated in the launching of the Convergence Areas for Peace and Development (CAPDev) program on 28 June 2019at Barangay Iba, Cabanglasan, this province.

The CAPDev program aims to bring the basic services of the all government agencies to identified poor and conflict-affected areas in the region. The highlight of the activity was the turn-over of projects, programs and handed-over project commitments from all government agencies. DOLE-X Regional Director lawyer Joffrey M. Suyao with his Bukidnon Provincial Field Office Chief Raul L. Valmores, handed over certificates of commitment worth PhP 1.1 Million to three associations. Suyao said, “We are optimistic that these livelihood projects will generate employment and augment incomes to our disadvantaged, marginalized and vulnerable workers towards sustained peace and order that we, as a nation, so long desired.” Suyao also said that DOLE-X will adhere to President Rodrigo Duterte’s orders development and peace-building initiatives in the region which is among the Department’s priorities. Presidential Communications Operations Office Secretary Jose Ruperto Martin M. Andanar and also the cabinet officer of the Regional Development and Security (CORDS) for Northern Mindanao, emphasized the importance of everyone’s participation in building peaceful and resilient communities. Andanar said that CAPDev, as the region’s banner program in addressing communist armed conflicts, will bring about unity of purpose which gives a strong sense of hope that will ultimately end the government’s struggle against insurgency. Aside from DOLE-X, other government agencies such as the Department of Social Welfare and Development (DWSD) represented by Secretary Rolando Bautista turned over 50 housing units. Bautista said, “As long as there is peace and order, development inevitably comes.” Information and Service Caravan such as medical and dental services, civil and Alternative Learning Session (ALS) registration, among others was also conducted during the event.
